I take 3 a day of something.
It comes in sheets of 10.
In boxes of 3 sheets.
When I open the box I take one from each sheet.
Now all the sheets have multiples of 3.
I usually save a sheet with 6 incase we stay overnight somewhere
I like to save a sheet with 3 on it so I can take it to a cafe and throw the empty out
I'm sure this is normal behaviour
