@KimSJ just as you say this is in fact where the government should manifest, to solve the prisoner's dilemma of sheer profit motive. and we often see governments realizing this regulatory burden is in fact the key efficiency that allows the economy to avoid the zero-sum game. but if we rely upon that protection (particularly across borders, through technology), we may lose it at a critical moment. i don't know how to solve this.
