Why? It's a known construction fault to have veto rights for certain states.
So any resolution can be turned down by them. This is the core of everything that goes wrong since the very start - and it's intentionally!
Without correction of this, we remain in a more-or-less rule based state - and of course countries with strong military power have no interest to let go.
Each of them won't if one of the others does not - and through the decades nobody seems to have found a solution ...
