It's ALMOST like the US policy on any topic is unstable and easily changeable, dictated by an erratic and probably dementia-addled old man incapable of acting in good faith.
And the sooner the British (and EU) governments come to terms with that and stop hoping the old ways of working will just come back, the better for everyone.
