Finally fixed this after 3 weeks. Watch is set to mirror language and region on the paired phone. I had switched my phone to UK region to test a date formatting bug and the Watch picked that up, but it did not follow the phone back to US region setting a few minutes later. I fixed it by setting my phone back to UK again, and then back to US and the watch followed this time.
