South Korea: Mobile providers promise uniform minimum data rate of 400 kbit/s.
They will no will no longer throttle mobile internet to unusable speeds after data allowances are exhausted, so it is kind of a “minimum universal connection” via mobile.

I wish Spain did the same, but Microsoft is very present, almost exclusively, in the national and regional administrations. There used to be more Linux, for example in education, but know, Microsoft everywhere. *Sigh*
