@nuwagaba2 The federal government insists there's no connection between a black market developing and cigarettes costing ~30euro for 20, so they're pushing for the states to police it more heavily. They're driven by the ideology that price increases will cause people to stop smoking, so they ignore all evidence that contradicts that.

@gabrielesvelto Conversely, in Australia a "vape" ban led to a black market and significant use by children (as in ~12), and heavy taxation of cigarettes has created a black market and a war between gangs over their supply.
