This is just the oldest one because it's where the shield was when they first landed here, after the first terraforming steps were completed but the air wasn't breathable yet.
The outskirts stem back all the way to when the air slowly became breathable, but you still needed rooms or buildings nearby with atmospheric scrubbing to survive for longer. Hence 3A's scrubber OEMs"
