This can happen if you get a massive dump of solid precipitation all at once (in our case lemon sized hail, but I suspect it would work with ice or snow), followed by a massive dump of rain in a very short period. The amounts need to be huge, but supercell storms can do that. The volume of hail on our roof looked like you could hide more than one SUV in it.
Edit: idk about other types of roof, but a corrugated steel roof can do this and not be damaged. It can "back up" like a pipe and flood everywhere, but if that exact event doesn't happen again it will never leak again. That's not going to happen with giant hail, but it can happen.
Edit again: the real trick to avoiding this is never buy a building with a roof a shape that could hold 2+ SUVs worth of anything, that's a bad shape for a roof.

This one is a fairly extreme example. Having said that I grew up in military housing and they were never better than this. Rentals are rarely better than this. So I reckon it's common in australia for young people to never experienced insulation until they get to a certain [wow I made it] point in life.

I think that's what gives australia the reputation for being a warm place: all our extremes are at the hot end, our cold temperatures are very mundane.

They're traditionally constructed like this: no insulation, no building membrane, just cladding and lining with an air gap between. You can see through gaps in the floorboards to the soil below. They're also full of big vents and open fireplaces, because the intention was to have fires in every room every day if you were a bit posh.
Edit: all this sounds like whinging, but imagine when this house flooded. The water went straight through those walls, flowed away between the gaps in the floorboards leaving minimal damage. Everyone with insulation/building wrap/plaster had to rip out their walls and ceiling in a hurry. We just kept living there.

In my 20s I realised it's actually viable to buy a warm doona and sleep in relative comfort for a few years off that. Plus it's possible to buy a jacket that works better than multiple kmart hoodies on top of each other. So I decided living in cold climates was fine.
After waking up too cold to sleep enough times in middle age, I've flipped my opinion back. The place to be poor is a warm place.

You never know when someone is setting up a situation because they want to complain about the hardship, tell their friends later that bystanders/shop assistants/other drivers didn't help and generally have a little martyrdom. If you offer them a courtesy of any kind during one of these episodes, you're actually ruining their game and dealing out a cruelty to them.
