Sobre usar o próprio Google, achei essa funcionalidade https://programmablesearchengine.google.com/controlpanel/all de programmable search engines, vou testar como funciona o embbed no site. Tem o lado ruim que é forçar o usuário a passar pelo servidor do Google né, mas talvez seja uma solução temporária.

Talvez desse pra fazer algo no sentido de entrar nos sites > acessar o sitemap > baixar o conteúdo das páginas e salvar no banco. Só fica a pergunta de como vai ficar a performance, se temos 1700 blogs, provavelmente vão ser mais de 10 mil páginas! Tu usaria um campo TEXT mesmo, buscando com um LIKE?
