I was just thinking about this stuff a few day ago. Process knowledge is also important at the national scale. A country can't just buy a bunch of books and get skills. It need to invest in people; people who learn to do stuff by doing it.
Process knowledge is also fragile. Since you can't write it down, you need a continuum of people teaching other people and it's too easy to break the chain and lose immense amounts of knowledge that then it's very hard to win back.
