In the current political environment asking why they want to give the Trump administration more power to surveil people or to harm people who lack identification documents etc can help them realize the problems with the bill. When laws are going through the legislature the people trying to get them passed are typically organized but the ones opposing them won't have as much information to start showing up to committee hearings and calling because they don't even know the bill is happening.
