Trying to provide low latency by burning up billions of dollars a year in hardware reentry is definitely consistent with the modern loss-leader mentality. They will try to eat the losses for a couple decades, which is long enough to make sure no competitors gain traction and their chips become the hottest new tech the handset cartel, automobiles, etc, force you into. In a normal functioning society the FTC would be able to shut the monopoly guys off the game board, but here we are. Maybe buffer bloat will save us by inflating those precious "low latency" figures up once actual john random users get on the network.
