The military science of our age is addressing the logistical problem of how to eliminate unwanted civilians. Obviously this will not be sensitive to legal niceties. As Hegseth said, this is about lethality. How does one confront an adversary whose concept of his art is that it is all about lethality? How does one deal with mass-murderers at the helm?
