The document is organized in five tiers:
Part I — Mathematical Inevitabilities (13 items): Things that are algebraically forced. [G] = [1/c] is not a
conjecture. Φ_B·Q = ħ is not an approximation. The cyclotron relation being T⁻¹ by inspection, not by equation, is not
optional. The 2019 SI reform enacting the mass reduction without stating it — documented.
Part II — Structural Inevitabilities (6 items): The lattice geometry: the L=4 mass ladder connecting M to B·Q to
surface tension through frequency steps, the L=6 ceiling holding across EM, the d=6 empty slot, the graviton gap.
Part III — Empirical Correspondences (5 items): The 0.576% κ agreement, the decomposition of 16π with every factor
accounted for, the CODATA table showing a systematic 262σ offset (not scatter — the gap has been constant while
precision improved by 6×), and the Planck unit confirmations.
Part IV — Open Conjectures (5 items): Specific, falsifiable. κ = 1/(16π) exactly; the d=6 particle; α and κ related;
density=jerk as physical; the graviton gap as a quantization cause.
Part V — Explanatory Tensions (6 items): Newton's M⁻¹ firewall (he was right, solving the right equations with the
available constants); why G measurement scatter is partly kilogram-realization scatter; the cosmological constant
problem in the new notation.
