I've been running my own forgejo runner on an arm vm at Hetzner that's also hosting some of my other stuff. I use it mainly for creating container images and cross compiling. Works great, is cheap (for me, but that ofc depends on your income level) and easy to maintain. For what it's worth, I don't know if anyone from the outside can even see who owns the runner I'm using? Feel free to check it out, user timstoop on codeberg.
