I don't know who needs to hear this, but if you are a DBA (database administrator) and your organization doesn't let you "own" the database backups, you have zero responsibility when it comes to Disaster Recovery.
Don't let management give the responsibility for database backups to someone else, then make you responsible for DR. It's not fair to you.
