There's a sci-fi series by Peter F Hamilton (the Void Trilogy) in which, for a time, there's a political party with the same name that's all about aristocracy and maintaining the status quo by any means. And those means include arming dissent groups to create an excuse for centralising power and literal telepathic domination.
