These companies are too big and their incentives are aligned to products instead of producing methods and technologies. The economics of drugs make it unprofitable to have a health care system and instead we have a drug system. It is a market failure because we socialize the costs of illness while privatizing the sale of medicines meaning there is no profit to be made on making health improve. If for example companies made money by how much they reduced illness (from a government illness fund/program) then cheaper and better health would be what is profitable to deliver.
