Had an idea on how to root out corruption in institutions.
Graft bounties. Pay a percentage of the total amount of waste/theft/abuse to the people that report it. Fire/imprison the people abusing the system. Keep cleaning house until the inevitable amount of abuse is down to manageable levels.
A locked down network of graft will come apart when people at the very top are removed by their underlings being tempted with life altering amounts of cash to snitch.
